Ray Palmer is just a man. Sure, he's ridiculously wealthy, in peak physical condition, a literal genius, and has a great acumen for business, but he remains an over excitable and sometimes socially awkward nerd. In many ways, Ray tends to be almost manic. He's very much a good guy, kind, warmhearted, and patient.
When dealing with facts and numbers, Ray is strong and steady. Though he adds "personality" to his presentations and inventions, he makes clear and concise arguments and often succeeds in persuading companies, investors, and so on to his side. He has a natural confidence (oft with reason) and charisma (mostly from his optimistic and peppy nature) that help him to deliver his presentations and, really, he's a very likeable guy at a shallow level.
Beyond that shallow level, Ray is still a good guy, but things become more complicated. When dealing in the abstract (i.e. social situations) rather than the concrete (i.e. technology), he has a functioning understanding of how things work and how not to be a complete asshole. That's about the extent of his tact. Because most of what he says is spur of the moment, with little filter or forethought, Ray often speaks in a straight-forward manner to the point of saying things that sound terrible in context or are the complete wrong thing to say at the wrong time. Though he can usually recognize and correct these mistakes quickly, sometimes the damage is already done, making him come across as surprisingly awkward for a successful businessman.
The exception to this candor is, of course, his penchant for secrets. In addition to working on his own super suit, Ray later learns some of the other vigilante's identities and keeps them secret without any hesitation, qualms, or anything resembling a slip-up. In that sense, while he may not think of all his words as he says them, there are some subjects that are under a tight lock and key. He lies/deceives easily and feels no guilt for it, including hiding many of his business intentions from Felicity early in their working relationship.
Because his fiancé was murdered by criminals, the CEO has very hard and strong feelings about crime and what is right. Many of his recent inventions have gone towards attempting to create a super suit, so that he can become a vigilante. Though Felicity has helped him to realize it's more about protecting those he cares about now than a quest for past vengeance, he still has low-to-no tolerance for murder and other serious crimes.
Ray is quick to trust, but just as quick to cut ties with the right reason. While he takes his commitments seriously, anything short of a commitment means he has the freedom to withdraw at any time. He often treats relationships in the aforementioned manic fashion – jumping in a bit too strong too quickly – and has a tendency to conflate work and his personal life (as when he bought the company to work with Felicity, or attacked the Arrow). He has few friends as a result. His loyalties are not particularly strong unless tried, tested, and proven – and good luck with that. He believes in doing what is right above all, as when he broke up with Felicity and went to Laurel with the Arrow's identity when he believed the Arrow was murdering people. This sense of morality supersedes most loyalties.
He's smart. With an IQ of 140 and three PhD's, Ray Palmer is literally a genius and applies most of that focus to engineering and technologies. His inventions include a flying suit, nanotech for medical purposes, an x-ray visor that can pair with facial imaging software to identify masked figures, and so on. As much as he likes owning successful enterprises, he mainly does it for the freedom and resources to work on his latest inventions and see what of his random ideas he can bring to life.
Strong-willed and tenacious, the man is used to getting what he wants but working hard for it. He borders on working too much, the type to forego eating and sleeping if he's caught up in a personal project. Ray is aware of just how obsessive he can be, yet finds no fault in that. He holds himself to high standards, interested more in what is possible than in what is actually before him. In rare form, he doesn't often hold others up to these same standards of work (he does in terms of morality) and tends to be understanding and patient as a boss.
Once he sets his mind to something, he's like a dog with a bone, stubborn to a fault and uninterested in letting go of whatever it is until he either sees it to its final conclusion or is given very strong and compelling evidence that it's not a good path. This is true of work, vigilante quests, inventing, and even relationships to some extent. He is passionate in all things (work, relationships, goals, etc.) and letting them go will actively hurt or disappoint him.
As an aside, Ray is used to being so ridiculously wealthy that he doesn't have a great sense of money in the day-to-day sense. He's extremely business savvy when dealing with billions or even millions, but what's a few thousand dollars to buy out a restaurant for some peace and quiet? (You can thank Iris for that one. Although, immediately after seeing their reactions, he asks "Too much?")
In Sanctum, he will probably work both to start his own corporation and to continue his research and inventions. Not necessarily in that order. He may live in perpetual poverty and would benefit from someone to act as a sounding board and help him think of new ways to go about existing ideas.
Unlike Tony Stark, Ray is not a playboy, alcoholic, or so apathetic. He has little interest in a social life or things outside of work – excepting the right "partner"/significant other by his side – but includes managing a business as part of his work rather than solely his inventions. His talents in the software side of things are good, but less amazing than his electrical and mechanical engineering skills. That is, he has canon experience hacking, but falls short compared to Felicity (and would fall short with someone like Foxtrot or Tony), but might excel in his unique way of viewing designs and things.

Uh, hi. My name is Ray Palmer, of Palmer Technologies. Well I… guess that doesn't mean anything here. It was a really big corporation in Starling City. We helped to revitalize the city by developing cutting edge technology, like medical nanotech, biodegradable military-grade armaments, hydrophobic textiles, and- That's… not important right now. You know what? Let me start over.
My name is Ray Palmer. I'm a genius, literally, and I want to build things. Inventions. I want to invent things. Who can help me do that?
LOG SAMPLE:
"Okay. Quantum processor for condensed light repurposinging test one-alpha," Ray dictated to the computer. He glanced up to ensure that the experience was being recorded before taking a deep breath and letting it out. Touching the circuitry resulted only in an immediate and immense shower of sparks. Half expecting it, the man lifted his free arm to shield his face and grimaced away from the failure. Once it seemed settled, he looked at what was left and set the electrical pulse applicator aside.
"Just once it would be great if something could work on the first try." It was a mumbled sentiment before Ray let out a groan, rolling and stretching his shoulders. "End dictation."
The computer terminated the program as its user stood and meandered away from the desk space. If Felicity was here, she would be chastising him for the 6:00AM testing and not having eaten since- when was the last time he ate? He supposed not remembering was a bad sign. It was the last thing she did before he arrived at this new world. He wondered how low the stock prices had dipped in his absence and if Starling had become any safer without his ability to help. Simultaneously, he couldn't hide his delight at being here and the countless possibilities the technology available to him offered. If he could return home with some of it, or even the knowledge of it, there was no telling what good things he could do.
In the meantime, a sandwich was a good idea. Maybe another shower too. And sleep. It had been awhile since he'd slept. Ray glanced at his computer and frowned at the time and date displayed there. Apparently it was actually Wednesday, AKA the day he had a meeting will some investors, AKA he had about fifteen minutes to get ready before he was running late.
Ray was out the door in twenty, arriving to his meeting only two minutes late thanks to a quick jog. He flashed the group a charismatic grin as he entered. "I'm sorry for my tardiness. Some people might not consider two minutes tardy, but I'm a firm believer in punctuality. Contrary to what my actually being tardy might say… Ladies and gentlemen! Please, allow me to tell you why I – and my intellect – are worthy of your presence and, more importantly, your money. I promise you. If you don't have every faith in my ability to do what I'm about to lay out before you, then don't invest. But you will. All I need is fifty-" His eyes flicked briefly to the clock. "-six more minutes of your time."
